Administrative Operations
ADMIN builds the organisational and legal foundation that every other part of aira stands on.
ADMIN
Before a monitor goes on a classroom wall or a lesson begins, the groundwork has to be in place: the organisation formally established and agreements signed with everyone involved. ADMIN takes care of that groundwork, so that aira's technical, educational and scientific work can proceed on a secure footing wherever the initiative operates.
What We Put in Place, Piece by Piece
ADMIN's work runs ahead of the rest of the programme, with agreements in place before the pilot begins, and is reviewed as aira grows.
- The Organisation
Founding MIAI
ADMIN establishes the organisation and governance infrastructure for aira through the founding of MIAI, the Montenegrin Institute for Advanced Innovation, an independent nonprofit founded by Vitalik Buterin, Miloš Tomić and Marina Mijušković. Founding and donation agreements put the initiative on a formal footing.

- The People
Teams, Experts and Partners
ADMIN finalises employment contracts, assembles the expert council and signs agreements with the core teams across ED, EDU, SAD, PR and PRSD, as well as with the experts and partners who support them, so every contributor works within a clear framework.

- Accountability
Strategy and Reporting
ADMIN prepares the aira strategy and reviews the MIAI and aira structure as the programme develops. Progress is formally reported, with a results report in December 2026 and a Pilot Phase report in August 2027.

Aira Abroad
ADMIN also coordinates aira's international partnerships, formalising agreements and representation across countries and institutions. That includes a strategy for aira in other countries, with potential pilot projects in Ukraine, Singapore, the United Kingdom and Monaco, and coordination with international organisations including UNDP and WHO.

The Foundation
Built With a Dedicated Team
ADMIN is led by Executive Director Marina Mijušković, with Matija Đurović as Operations and Technical Manager and Anika Brnović as Operations and Education Manager. Legal Officer Ivona Mićović is the primary legal point for contracts and institutional relations, supported by JMV Law Office, with accounting, IT, copywriting and operational support behind the team and a designated liaison at the Ministry of Education.

Where we're headed
A foundation that grows with aira
Groundwork first
Agreements in place before the pilot begins - the organisation formally established and every contributor in a clear framework.
Formal reporting
A results report in December 2026 and a Pilot Phase report in August 2027, with the structure reviewed as aira grows.
aira abroad
Formalising new partnerships and supporting aira's presence in the countries exploring pilots of their own.

Community-driven by design, evidence-based in practice, and structured for any country to replicate.
And a community to carry it - proven first in Pljevlja, documented in a handbook any country can adopt.
